Rules Committee approves remote participation and names Rogers chair of Finance and Budget Committee

The City of Evanston Rules Committee on Oct. 27 unanimously approved remote participation for two council members and appointed Council member Rogers to chair the Finance and Budget Committee through December 2026.

The committee opened at 5:31 p.m. and the chair said two members — identified in the meeting as Suffreddin and Davis — wished to participate remotely. A motion to allow remote participation was made and, on roll call, received affirmative votes by the council members present.

Council member Kelly moved to appoint Council member Rogers to chair the Finance and Budget Committee for the remainder of the year through December 2026; Council member Ailes seconded. The committee took a roll-call vote and the chair announced the motion passed by a vote of 9 to nothing.

Recorded roll-call participants who voted in favor included Council members Kelly, Harris, Ailes, Nussma, Rogers, Herrera, Davis and Suffreddin, and Mayor Biss. The meeting concluded at about 5:35 p.m.; the City Council session was scheduled to begin at 5:45 p.m.

No substantive policy discussion or amendments were recorded during the Rules Committee meeting. Both items were procedural: one authorized remote participation consistent with the committee's rules, and the other was a committee appointment carried by unanimous vote.
