Collin County presents Q4 construction update with multi‑million dollar projects on schedule

Sandeep Khaturiya, Collin County Director of Building Projects, presented the fiscal-year‑25 fourth‑quarter construction update, reporting progress, costs and schedule targets for multiple campus and city projects.
Khaturiya said the adult detention facility phase 2 medical and mental health construction has a total construction cost of about $111.8 million; the quarter included five change orders totaling $366,922 and total change orders to date of roughly $6.4 million (about 6.09% of construction cost). He reported the project remains on schedule with an expected completion date of July 9 (no year change reported).
The healthcare and medical examiner buildings and an associated parking garage are progressing; Khaturiya reported total construction cost of approximately $63.3 million for that scope, with $659,000 in change orders this past quarter and $1.56 million total change orders to date (about 2.53%). He confirmed the garage capacity at 447 spaces.
Khaturiya told the court the new central utility plant modular unit is 86% complete; the county expects substantial completion in March next year and anticipates the modular unit will be delivered to the site by year-end. Other projects covered included a juvenile probation renovation (about 50% complete, anticipated mid‑February completion), concept design for a courthouse expansion and an animal shelter/adoption facility with construction targeted to start early next year. The county also reported completion of a 2024 energy efficiency project that converted fluorescent bulbs to LED at the courthouse and administration building.
Commissioners asked for future presentations to be included in the meeting packet and for the presentation materials to be posted to the county website for earlier review.
