Borough reports MS4 compliance progress and routine pension/state audits

At the Oct. 16 meeting, borough staff said a state DEP inspector conducted the MS4 (stormwater) inspection last week and the borough "passed with flying colors," with staff crediting public-works management for compliance.
Staff described the bump-outs being installed as sediment-capture best-management practices required by the borough's MS4 Pollutant Reduction Plan to reduce sediment loading to the South Branch of Indian Creek and downstream waterways. According to staff, the borough's approved plan lists roughly 15 bump-outs remaining (staff noted prior estimates ranged from 19 to 23 and that six have been completed to date). "According to our approved plan with the state, we have 15 more, and you can find that plan on the borough's website," staff said.
Staff also reported the borough is undergoing a routine state pension audit (uniform and nonuniform pension records). Emily (staff) has been compiling documentation from the last several years; staff noted turnover has made assembling older records more time-consuming.
The manager also updated the council on a Price Avenue pilot project, saying outreach letters will be sent to nearby residents and final feedback will be discussed at the public health and safety committee next month.
No formal council action was taken on MS4 or the pension audit during the meeting.
