The Mainland Planning Commission on Oct. 7 approved a site plan for a condominium development at 135 Taylor's Drive and granted the applicant's request for a marshland buffer modification. The agenda listed the proposal as a 27-unit condominium project; the applicant later referenced 26 units during discussion.
Christopher Carey, senior planner, described the site and explained the applicant sought to keep an existing 25-foot undisturbed marshland buffer rather than install a 20-foot planted Type A buffer required for multifamily adjacent to single-family parcels. Carey and the agent said the Type E buffer along Taylor's Drive would still be provided. Agent Pete Schoenauer of Tidewater Engineering said units would be single-story, two-bedroom condominiums raised to meet FEMA base flood elevation requirements.
Two nearby residents spoke in opposition. Jennifer Anacio (179 Taylor's Drive) described significant wet and muddy conditions on the site, cited existing drainage problems and said she feared additional impervious surfaces would worsen flooding. Sharon Ehle (208 Anchor Drive) expressed concerns about noise from I-95, potential loss of tree buffering, septic capacity and absence of public water and sewer; Schoenauer said the design includes a common on-site septic system and a permitted well and that wetland impacts would be minimized and kept under 0.1 acre.
A commissioner moved to approve the site plan with the requested buffer modification; the motion passed 5'0.
