The board authorized the clerk to advertise bids for animal‑shelter improvements, with a non‑mandatory pre‑bid meeting on Aug. 7 and bids due Aug. 21. Jessica Powell, assistant county administrator, said the planned upgrades are more than equipment purchases: the shelter needs plumbing, electrical upgrades, a trough drain and floor modifications to accommodate industrial commercial washers, dryers and a dishwasher. Powell said the work is a public improvement subject to Ohio Revised Code procurement and architectural requirements and that some initial, temporary units were installed to meet urgent needs.
Powell said the project is funded in part by a donation of $60,000 and that architect estimates put the rough order of magnitude for the public improvement work at about $78,009. The board approved advertisement of the bid package and scheduling for public bid openings as outlined.
