IPRTF steers SIM mapping toward actionable implementation questions

Steering committee members urged that the upcoming SIM mapping exercise be designed to produce operational outcomes the IPRTF can use to update the implementation plan. Peter said the key question is how the task force will use the product of the SIM mapping, noting the planned stakeholder session may include “up to 60 people over a day and a half” and should produce concrete deliverables.
Dean, involved with the mapping process, said the mapping should focus not only on what services exist but “the process by which people would be referred” into diversion opportunities so the group can identify missing referral flows and decision points. Marty and Peter suggested that the SIM results could inform updates to the implementation plan that the IPRTF can recommend to the county council.
Members proposed pairing a SIM mapping briefing with a primer on diversion to ensure shared definitions and asked staff to invite Stark to provide a short session on what “true diversion” means in practice. The steering committee agreed to add SIM mapping, diversion classification, and action‑plan updates to the next IPRTF agenda and to provide supplemental materials to Jill for packet circulation.
