The chair also added a sentence requiring final determination of the fee after an assessment or audit at project completion and prior to issuance of a certificate of occupancy.
A representative from public works and engineering told the authority that the department "recommend[ed] $10 per added gallon" and explained the methodology used to estimate added sewer flow is based on bedroom count under the Connecticut Public Health Code. The authority clarified that if a projected improvement does not add sanitary sewer flow, no impact fee would be applied and that separate sewer-use annual fees for New Canaan users are not part of the one-time impact fee.
Board members debated whether to leave a $10-to-$50-per-gallon range in the notice or fix the figure. Members agreed to remove the range, adopt the $10-per-gallon recommendation in the notice, and include an explicit annual review sentence so the fee can be re-evaluated over time.
After discussion, the authority took a formal motion to approve the notice as amended. The motion carried with members voting in favor. The meeting then adjourned.
