Pipestone County approves temporary highway superintendent assignment, reports staffing updates

Pipestone County commissioners authorized a letter of agreement Nov. 12 that designates Quentin Johnson to assume highway maintenance superintendent duties during the current superintendent’s temporary absence and provides a corresponding temporary pay adjustment.
HR staff presented the request and clarified a union reference inconsistency in the materials: the packet listed AFSCME Council 64 but the agreement references AFSCME Council 65; staff confirmed the correct citation is Council 65. "The proposed letter of agreement outlines the terms of this temporary assignment, including the designation of Quentin Johnson to fulfill the superintendent's duties and the corresponding temporary pay adjustment," HR staff said.
A motion to authorize the chair and county administrator to execute the agreement among AFSCME Council 65 Local 2424, the highway department and Pipestone County was moved, seconded and carried by voice vote.
HR also updated the board on staffing: following a resignation, an internal posting filled a highway maintenance worker position with Philip Waldron (effective Nov. 1) and a Mechanic II position with Josh Kooyman (effective Nov. 1). HR noted the temporary superintendent assignment to Quentin Johnson is effective Dec. 16 and extends through approximately May 15, 2026 (the packet contained a typographical year error that staff clarified in discussion).
