Conroe canvasses Nov. 4 charter amendment results; voters approve multiple governance changes

The Conroe City Council on Nov. 13 publicly canvassed the results of the Nov. 4 special election and received the city secretary’s formal report of vote totals.

City staff read the certified results for each proposition A–O. Highlights included passage of Proposition B (agenda procedure continuity), Proposition F (caps on mayor and council compensation: mayor $400/month, councilmembers $300/month), Proposition G (limits on individual authority of mayor/council to direct administrative actions), Proposition H (mayor as emergency management director in disasters per state law), Proposition I (financial certification requirements for candidates), Proposition J (eligibility for participating in city health benefits for active office holders), Proposition K and L (tightening recall petition language/thresholds), and Proposition O (limits on city debt issued without voter approval). Several propositions failed, including the city‑manager form (Proposition A) and others addressing board appointment and quorum adjustments.

Staff and council discussed next steps for implementation, including ordinance updates and verification steps. Councilmember requested that staff present a cumulative financial recap of the election (costs for printing, text campaigns, social media, staff time, signs and other expenses) at the next meeting.

Council later moved to receive the canvass report; motion carried by voice vote.

The certified vote totals were read into the record for each proposition; staff said they will begin preparing any required ordinance or administrative changes to implement voter-approved charter amendments.
