City staff briefed the committee on recent federal policy changes that narrow funding and regulatory tools local governments expected to use for climate and electrification work. "The scaling back of clean energy and electrification incentives was a major shift," a staff presenter said, listing reduced production and investment tax credits, cuts to consumer rebates and termination of programs such as the EPA’s Solar for All.
