Staff told the Human Rights Commission that parts of the HRC bylaws conflict with city code—specifically language about liaison appointments and police‑commission representation—and recommended removing budget/sponsorship language from the bylaws so OEC can manage distribution. Fabio (OEC staff) asked for volunteers to form a bylaws subcommittee to draft changes and four commissioners volunteered to serve.
