• Change order #1 for bid no. 3570 (U.S. Highway 431 turn lane improvements): adds $102,917.94 to Massey Asphalt Paving LLC for a new total of $397,785.54; staff said crews encountered unexpected soil conditions that required additional work.
• Change order #1 for bid no. 3596 (Twin Bridges Golf Club sand-bunker renovation): reduces the contract with EcoGolf and Athletics Inc. by $10,000 to a revised total of $439,734. Councilmembers praised project staff and contractors and said the course has moved from annual losses toward break-even, with nighttime-golf work tied to an anticipated RISE grant.
