Staff said the RFQ includes scope of services, deliverables and an anticipated timeline; the plan is to post the RFQ on the state comptroller site and other relevant outlets to attract qualified firms. Staff noted interest from vendors encountered at a recent conference and signaled confidence in attracting multiple respondents.
The selection timeline discussed at the meeting proposed issuing the RFQ immediately, receiving proposals by Jan. 21–23, and presenting a recommended firm for council approval in late March. Staff suggested some schedule flexibility to move key dates earlier if feasible. After council authorized advertisement, staff said it will return with recommended firms and a proposed contract award for council consideration.
The study is intended to review utility rates and inform future rate‑setting and budgeting decisions; no vendor was selected at this meeting and no contract award occurred.
