Council reviews town center plan update, form-based code fixes and planned action changes

Ryan Windisch presented three ordinances tied to the town center plan update: adoption of the plan (Ordinance 2939), code and form-based-code amendments (2940), and an update to the existing planned action ordinance (2941) to reflect new traffic and dwelling unit forecasts. "The town center plan area has an adopted planned action ordinance... Ordinance number 2941 would update the planned action ordinance... based on new projections for traffic numbers as well as dwelling unit numbers," Windisch said.
Councilmember Andy raised concerns relayed by Justin Jones about parking and whether form-based-code requirements could disadvantage smaller infill developers. Windisch said staff discovered a code translation/typographical error that had unintentionally increased commercial parking requirements; staff corrected the text and confirmed the corrected language reads as originally intended, addressing Jones' concern.
Council discussed form-based code as a tool to encourage infill development while acknowledging it is not intended to force wholesale redevelopment. Staff emphasized the form-based standards, accessory-dwelling-unit rules, and the planned-action approach to streamline future environmental review for projects consistent with the plan.
No ordinance votes occurred at the study session; staff included the ordinances on the adoption docket for council consideration.
