Staff shows map of on-system roads; 19th Street (SH 114) and Avenue Q (US 84) slated for transfer to city when projects close

A committee member presented a map to the Lubbock MPO Transportation Policy Committee on Nov. 18, 2025, clarifying which roadways within the MPO boundary are part of the Texas state highway system and explaining how Category 7 funding applies to those on-system roadways.

The presenter pointed to Loop 289, the Marsha Sharp Freeway, I-27 and several Farm-to-Market routes shown on the map as "on system" (blue). He warned that a decision not to spend Category 7 funds on those roads could remove them from future consideration for that funding category. "All the roads shown in blue are on system roadways," the presenter said.

The speaker also said the city and county have agreed to remove two road segments from the state system once construction work is complete and the projects are closed out: 19th Street (State Highway 114) from the East Loop to the West Loop and Avenue Q (US 84) from Marsha Sharp south to I-27. After project closeout, those segments will become city streets and the city will assume responsibility, the presenter said.

Members also referenced historical designations, noting some roads were placed on the state system years earlier to facilitate construction and later removed from the system in a multi-party agreement. The committee did not take formal action on the map or the transfers at this meeting; staff said agreements and construction closeout remain prerequisites for the jurisdictional changes.
