MPO staff: TIP portal closed; ranking to be presented in December with state deadline in February

Lubbock MPO staff told the Transportation Policy Committee on Nov. 18, 2025, that the FY 2027–30 Transportation Improvement Program (TIP) call-for-projects portal closed and staff is reviewing submissions to determine eligibility and proposed funding types.
"We've closed the TIP portal as of Friday, and we are now going through all the projects that have been received," Mister Lucero said, describing the staff review of functional class, traffic volumes and completed engineering work as part of the screening. Lucero said staff expects fewer projects to move forward to the technical committee than during the previous cycle, when close to 70 projects were considered.
Lucero said a comprehensive project ranking will be presented to the technical committee in December and, if not ready, the MPO will bring a recommendation to the TPC in January. He emphasized a state deadline: "we need to be able to have something to the state by February for their inclusion into their step process," and urged the committee to be prepared for December or January action.
This report was informational; there was no committee action taken during the meeting. Staff said they will share the technical committee's ranking and recommendations with members when available.
