Lubbock MPO panel approves UPWP amendment to combine two part-time GIS roles into one full-time post

Staff said the change responds to recruiting realities: candidates who interviewed for the part-time roles declined because they sought full-time work. "We are converting it over to a full time position," Mister Lucero said, describing the staffing change and the plan to fund additional benefit costs from carryover funds.
The amendment also accounts for rising IT service charges and the need to replace aging equipment, including two towers that "can no longer be supported," Lucero said. He told members the net change on payroll and benefits was roughly $227,000 and that the overall net budget change, including other line items, was about $236,000. Lucero said the MPO has a healthy carryover (staff later estimated roughly $850,000) and that the work-order allocation for the changes totals about $193,000.
Members asked for details on the cost differences. Miss McDonald asked whether the full-time position included city benefits; Lucero said hourly pay would remain consistent with past part-time hires and the additional expense reflects benefits such as dental, life and retirement. Mr. Atkinson and staff also flagged that an incorrect version of the resolution had been uploaded earlier; staff confirmed the correct resolution language removes the two part-time positions and adds one full-time position.
Mr. Atkinson moved to approve the resolution "subject to us using the correct resolution," and Dr. Wilson seconded the motion. The chair called the question; the motion carried.
The committee did not specify a vote tally in the record. Staff said they will contact prior applicants and consult with HR on whether reposting is required now that the position is full-time. The committee will incorporate the amended UPWP into its accounts and proceed with recruitment consistent with city HR rules.
