Council adopts temporary moratorium on tiny-home development in Ward 2

The Springfield City Council approved an ordinance imposing a temporary moratorium on development of tiny homes in Ward 2, citing concerns about siting, community impacts and the need for a measured review. The motion to place agenda item 2025-0469 on final passage passed 9–1.
Alderman Gregory, representing Ward 2, described the moratorium as time-limited and intended to allow the city to "look at how this tiny home phenomenon plays out in our city and our neighborhoods." He stressed the moratorium was not permanent and indicated willingness to revisit the matter with additional input from residents.
A resident from the Southeast Side told the council that the ward has many social-service sites and vacant buildings and urged the council to reconsider placing tiny homes in an area already bearing service loads. "We're asking that you support us on this moratorium while we go back to the drawing board and do more work," the resident said.
The ordinance includes an explicit end date and was described by council members as a pause to permit study rather than a blanket ban. The council voted in favor of the moratorium and directed staff and aldermen to study impacts and potential siting rules.
What happens next: Staff and aldermen said they would examine the zoning and siting implications and return with recommendations; the moratorium will remain in effect for the period specified in the ordinance and can be adjusted by further council action.
