The Deerfield Beach City Commission voted unanimously on Nov. 18 to authorize the city manager to execute a contract with the Urban Land Institute (ULI) for a $25,000 Technical Advisory Panel (TAP) to review Article 11 of the city charter, which covers beach-area development and parking-lot restrictions.
Tinker Ellington, vice chair of the Charter Review Board, told the commission the volunteer board researched available firms and determined ULI was the most qualified independent organization to convene multidisciplinary experts for a three-day review. “Their fee is $25,000, which is a tiny little amount compared to what consulting companies would charge,” she said.
Some residents urged the commission to solicit competing proposals or to use resources from league-of-cities associations, but others and several commissioners argued that ULI’s impartial panel approach and previous local work make the contracted fee reasonable for in-depth, expert guidance.
The motion to direct the city manager to execute the ULI contract passed by roll-call vote with all five commissioners voting yes. The Charter Review Board will host the TAP and public engagement sessions; the board and ULI will present findings to the commission for any follow-up action or ballot referrals.
