Board approves exclusive negotiating agreement for Monticello Shores, OKs Spanish Flat operator

Public Works staff briefed the Board of Supervisors on two Lake Berryessa concession items: an exclusive negotiating agreement (ENA) with Napa Valley Land Company for Monticello Shores and a recommended annual operating agreement candidate for Spanish Flat. "An exclusive negotiating agreement is just what it says ... it's a due diligence period," Public Works Director Steve Lederer explained, noting the developer must complete environmental reviews (NEPA/CEQA) and any project would require board approval and federal sign-off.
The ENA would allow the developer to design a smaller, camping-oriented project — park-model units, yurts, tent camping, a small lodge and limited retail — rather than a full destination resort. Speaker Kelly Schafer represented the developer in the board chambers. Public commenters urged minimal commercialization and more nature-focused, low-impact recreation. One public commenter recited a list of appeals including "Keep it clean and natural," and asked that commercial and after-hours activities be limited.
Supervisor Ramos asked staff to separate concession items in future agendas and requested a staff briefing on how prior solicitations differed from the current proposal; several supervisors supported obtaining a fuller overview of concession status before final approvals. Supervisor Alessio moved approval of the ENA and Supervisor Manfry seconded; the board voted unanimously to carry the motion.
What the action means: The ENA authorizes exclusive negotiations with Napa Valley Land Company but does not bind the county to any project. Any subsequent proposal would return to the board and undergo required environmental review and federal approvals before construction or specific entitlements could proceed.
