Council extends scooter/bike program, extends moratorium while ordering more data on parking and safety

On Nov. 4 the Pullman City Council extended an enforcement moratorium on several code provisions related to motorized scooters and bicycles through June 30, 2026, and authorized a contract with SPIN to operate electric scooters and e-bikes in the city through Dec. 31, 2026. The moratorium preserves the status quo while staff develop an updated operating policy for downtown.
RJ Lott, city staff, summarized SPIN’s ridership data (peak rides in Q2 2025 at 2,232) and said the company pays an annual fee plus per-ride fees under the proposed contract. Council members supported retention of the program’s benefits for downtown activity but raised operational concerns: Council member Weller noted multiple abandoned scooters on trails and sidewalks and urged analysis of geo-located abandonment patterns; others asked whether SPIN could return to campus outreach and parking tutorials used when the program launched.
Council authorized the contract by voice vote and adopted the moratorium extension by resolution. Staff said SPIN representatives have been responsive to complaints and that the city would follow up with the vendor about on-the-ground education and data on parking/abandonment.
