The Committee on International and Legal Affairs recommended reporting Resolution 25‑281 CD1 for adoption, a measure to accept a gift of travel and related expenses for the Director of the Department of Human Resources to participate in the Bloomberg Harvard City Leadership Initiative.
Nola Miyazaki, identified in the meeting as director of the Department of Human Resources, told the committee the city participated in an inaugural talent-management cohort and that the program focused on change management, data-driven decision-making, diversity, equity and inclusion, and executive management. "We really need to be making decisions based on hard data and not anecdotal evidence," Miyazaki said, describing the program's emphasis on measurable outcomes.
Miyazaki told the committee the city's project working with Bloomberg Harvard focused on improving hiring for engineer positions. She said the city has since improved its hiring rate and negotiated a supplemental engineer salary schedule with labor unions to improve competitiveness. Miyazaki also said the city has started a vacancy dashboard so departments can see real-time vacancy data.
The chair noted a posted CD1 with technical amendments and, after confirming there were no registered in-person or remote testifiers and no objections, recommended the resolution be amended to the posted CD1 and reported off for adoption.
