Service First asked the board for $300,000 in county match to leverage an $8.2 million state award to rehabilitate the Eaton Hotel into treatment and residential beds; supporters highlighted leverage and local need while several supervisors raised fairness and process concerns; the motion recorded a 3–2 vote but board counsel flagged a 4/5 threshold and no final rescission was recorded in the transcript.

The full story

Vernell (Bernell) Hill, CEO of Service First of Northern California, asked the Board of Supervisors to allocate $300,000 in local match that, combined with a $300,000 city match and Service First’s own contribution, would unlock roughly $8.2 million in state BCHIP funding to buy and refurbish the Eaton Hotel for treatment and residential services. Hill said the site has 92 rooms and would provide treatment beds, outpatient services and peer respite; he stressed the match is required by the state to secure the award and warned that the state could withdraw the funds if the local match is not in place by the state deadline.
