"I don't think closing a facility should be taken lightly, and I don't think it should be done quickly because there's a lot to consider," the chair said.
Committee members debated language that would prevent budgetary reasons from being the sole justification for closing a facility. Speaker 6 (Brad) and others noted that reasons commonly driving retirement — age, capital needs, capacity — are frequently tied to cost, and that in practice budget and capital considerations overlap.
The group discussed process clarity: when the superintendent recommends evaluating a building, the school committee should immediately set the scope of the evaluation so administrators know what information to supply. "Upon the recommendation of the superintendent the school committee shall immediately decide what the evaluation process shall be," the chair said, describing a collaborative, situational approach rather than a prescriptive one.
Speaker 2 moved to forward FCB for first reading; the motion was seconded and approved by voice vote. The chair said the policy will be included in tonight's full committee agenda.
