Carl told the committee that the 2004 policy on policies "was fumbled from almost the beginning," leaving the policy library incomplete and making it difficult to determine which city policies remain in effect. He described a three-tier structure in the guide — enterprise policies adopted by the governing body, administration policies issued by the mayor, and department policies — and said the guide defines roles, responsibilities and procedures for maintaining the policy library.
