The Scottsbluff City Council approved the FY2025–26 pay resolution and several related contract wage amendments for city employees and unions.
City staff summarized the pay resolution and said it reflected discussions at prior budget workshops. Highlights included a 3 percent increase for general nonunion employees, a 3 percent increase for fire captains and lieutenants, a 5 percent increase for firefighters, and a 5 percent increase plus an additional step (step 8) for police officers. The IBEW (International Brotherhood of Electrical Workers) schedule A amendment, which covers utility department workers, was presented to incorporate similar wage adjustments for those employees. Staff also said a wage study is planned for 2026 to reassess pay ranges.
Council members asked clarifying questions about specific grade and step placements (for example, how a cemetery supervisor was categorized on hourly vs. exempt scales) and staff explained differences between exempt and hourly positions. After discussion, councilors moved, seconded and approved the pay resolution and the related contract amendments and attachments for firefighters, police and IBEW workers; motions were approved by roll call.
