The Scottsbluff City Council approved a micro-tax increment financing (micro-TIF) application to assist a downtown rehabilitation project for Fitness and Structural Training Together.
Owner Isla Marino told the council she operates the only local women's gym in the area and has outgrown her rented space. Marino described plans to rehabilitate a historic building at 1605 Avenue A, saying the work would cost about $300,000 and would expand offerings to include group fitness, nutrition services and recovery spaces.
Marino said the business currently hosts 21 classes per week and employs trainers and staff; the remodeled facility would allow additional classes and a 24/7 women-only access model. On the application, staff noted the building meets the micro-TIF eligibility requirements (single project, building 60-plus years old) and the project's projected post-rehab assessed value was discussed in council questions.
City staff described the micro-TIF rules: eligible single projects, a cap on post-project valuation for micro-TIF, and additional administrative steps including a CRA review and TIF note approval. Marino said the building had already been partially demoed inside, which would facilitate construction, and that the applicant hoped to leverage downtown activation benefits.
Council members voiced support for rehabilitating an empty historic building and for downtown activation effects. The council moved and approved the micro-TIF application and directed staff to route the item to the Community Redevelopment Authority (CRA) for the TIF note review and approval.
