Resident asks Round Lake Beach to consider foster-dog exception to three-dog ordinance

During the public participation portion of the Nov. 17 meeting, resident Jeremy Hatcher asked the board to consider an exception to the village ordinance that limits households to three dogs.
Hatcher said he and his household own three competition dogs and that they also foster animals. He said the household spent more than $10,000 to install a six-foot privacy fence after receiving a complaint and that a second complaint arrived while the family was out of town at a dog competition. "We spent over 10000 dollars on a 6 foot fence...we own 3 dogs...we also do foster," Hatcher told the board, saying he felt someone may be trying to cause trouble.
Board members and the chief discussed the legal distinction between fostering and ownership, noting the operational definition centers on who feeds and cares for the animal. Officials advised Hatcher to meet with staff after the meeting so staff can review the facts and that any ordinance change would first be considered by staff and, if warranted, by the Committee of the Whole before any board action.
The village did not grant an exception at the meeting; trustees told the resident the next step is staff review and potential Committee of the Whole consideration.
