Elkhart County commissioners approve bridge engineering funds, traffic changes, procurement and bond release

The Elkhart County Board of Commissioners on Nov. 17 approved a package of routine administrative and infrastructure actions, including bridge engineering appropriations, traffic ordinance updates, procurement steps for correctional-facility key control, and documentation to allow optional redemption and cancellation of a 2020 conduit bond issued for a private affordable-housing project.
In a recorded presentation, county staff requested an additional appropriation of $14,313.75 from the South Bend TIF fund to cover legal fees associated with an unexpected TIF expansion; commissioners approved the request. County Attorney Steve Olson asked the board to release bids for a digital key control system at the Elk Creek County Correctional Facility with a bid opening set for Jan. 12, 2026, allowing vendors extra time during the holiday period. Olson also described a task order under the county's consultant agreement with Baker Tilly for additional accounting reconciliations, not to exceed $79,000, to be completed this year; the board approved the task order.
Kyle Wagner of the Highway Department presented several highway-related items that the board approved: an ordinance adjusting size-and-weight limits for two bridges to new axle and gross-weight values; an ordinance lowering speed limits on sections of Kerr Street and Starner Avenue to 20 mph; and a traffic-control change to remove a yield sign and install a stop sign on Cleveland Avenue at County Road 1. Wagner also presented appropriations to support preliminary engineering and assessments: $350,000 from EDIFund for preliminary engineering on Bridge 362 (Division Street over the Elkhart River in the city of Elkhart), and $80,000 each for engineering assessments on Bridge 254 and Bridge 407. The board approved transfers within LRS vehicle and equipment funds to cover end-of-year maintenance needs.
On board items, Olson presented an interlocal agreement with the city for reconstruction of the College Avenue bridge, noting the city will be the lead agency for a federally aided roadway project administered with the Indiana Department of Transportation (INDOT) and that the county's participation is limited to providing funding; the board approved the interlocal agreement pending legal review. Olson also explained that a 2020 conduit bond issued for Petcor Investments facilitated construction of privately owned affordable housing and that the private entity asked to cancel the bond; commissioners approved documents to proceed with optional redemption and cancellation and waivers, pending final legal review. Olson emphasized the bond was processed through the county as conduit debt and that the project did not use taxpayer funds.
