Commission discusses housing study and upcoming RFP for consultant; water/sewer engineering contract in progress

Commissioners and city staff discussed the city’s housing study and next steps for updating the land-use plan. Eric Mulcahy said the city manager and he have met and plan to issue a request for proposals in the coming weeks to hire a consultant to lead the housing and land-use planning effort and public engagement.
Mulcahy said the scope will require a consultant with experience in public participation and that the city will also propose a contract with design engineers for water and sewer basis of engineering reports (BERs) to supply technical inputs to the land-use plan. He said the BERs contract has not yet been approved by the City Council and that consultants who have worked in other Montana cities are likely candidates for the work.
Commissioners noted that neighboring cities appear further along with similar efforts and that only a handful of Montana firms can take on this scope. Mulcahy said staff will propose the consultant contract and the water/sewer BERs contract to the council soon and that the planning commission will be engaged as chapters of the land-use plan are drafted.
Mulcahy characterized public participation as a primary goal for the planned land-use work and said the city will follow a chapter-by-chapter approach to drafting the plan. No budgets, timelines, or consultant names were provided in the meeting.
