Maxine Brown Roberts of the Office of Planning described the site constraints—metro tunnel, vent shafts and escalator access—that limited the building footprint and said the library is "funded, fully designed, and is in permitting stage." She said emergency action was requested to allow permitting to proceed and that the proposed amendment would not be inconsistent with the comprehensive plan and neighborhood goals. Commissioners asked OP to confirm coordination with WMATA and to include WMATA's position in the public‑hearing record; OP indicated WMATA had been engaged in coordination.
Vice Chair Miller moved to set down the petition, take emergency action to adopt the proposed text, and authorize immediate publication of a proposed rulemaking notice; the motion was seconded and approved by roll call (4‑0‑1; Commissioner Imamura not present, not voting).
