The Zoning Commission voted to approve a consolidated PUD and map amendment filed by the D.C. Department of General Services to rehabilitate and relocate a men's shelter on the New York Avenue corridor.
Office of Planning reviewed post‑hearing submissions and applicants' draft proffers; commissioners agreed the proposal replaces an outmoded facility and would provide enhanced programming, outdoor space, clinical services and improved design. Chair Anthony Hood said the project was "definitely improvement" from current conditions and argued it would provide more decent, affordable living arrangements.
Commissioner Wright, while expressing sympathy for residents, warned that the project must be designed to avoid introducing adverse impacts in surrounding neighborhoods; Commissioner Wright said the shelter is not a new use but an improvement of an existing public facility. Vice Chair Miller and other commissioners also supported continuing community engagement as the project moves toward implementation. Commissioner Wright moved approval; the motion was seconded and passed by roll call 4‑0‑1 (Commissioner Imamura not present and not voting).
