The county emphasized it would not authorize commercial assembly or assume liability if the owner uses the structure without required permits.
The agreement includes a 12‑month conditional recognition with an allowance for one further 12‑month extension; if legislation is not enacted the owner will be required to bring the structure into full compliance as a permitted building.
