Highway Department reports upcoming closures; commissioners conditionally award gutter contract

Scott County Highway Department staff reported progress on bridge and slab-road projects and laid out safety upgrades and planned closures at the Oct. 15 board meeting. Commissioners also reviewed bids for gutter work on a new building and conditionally awarded the low quote.

Highway lead (unidentified) said a structure for Taylor Road was expected this week and that crews planned to close the road Monday or Tuesday to begin installation, with the contractor hoping to finish structural work in 30–40 days and then complete paving and closeouts. The department also described a wing-wall installation on a slab road and upcoming safety sign and striping work at multiple intersections.

On building work, the highway lead presented gutter bids: Jay Bridal Construction submitted a low bid of $8,750 for 6-inch gutters and a gutter board. Commissioners discussed requiring three quotes for procurement and durability concerns related to ice loading and attachment spacing. "I'll make a motion to award Jay Bridal Construction the low bid, for the gutter work of $8,750 contingent on council approval," an unnamed commissioner said; the motion was seconded and recorded unanimous.

Staff said funding for some items could come from auction funds or require appropriations; they agreed to help the visitors commission with contractor contacts for the pavilion project and to prepare formal RFQs if the pavilion advances to a permanent stage.
