County committee advances recycling contracts and highlights new PaintCare retailer take-back fees

LaSalle County’s Land Use Committee on Dec. 3 approved forwarding two recycling-related resolutions to the county board and outlined updates to household hazardous waste collection tied to a state-run paint stewardship program.
Staff described two tentative electronics recycling events in 2026 (April 11 and Oct. 24) and recommended renewing the end-product recycling contract with Dynamic and the collection-services contract with A Team, which the packet lists at $10,000 per event. The committee approved forwarding those resolutions to the full county board.
On household hazardous waste, staff summarized the PaintCare program recently enacted at the state level and gave examples of the point-of-sale stewardship charges that retailers will collect and remit toward paint recycling: ‘‘Less than a half pint is 45¢; greater than a half pint up to a gallon up to 2 gallons is 95¢; and greater than 2 gallons is a dollar 95,’’ a staff member said. Staff noted that PaintCare will work with retailers to accept leftover paint containers for free and that the county’s role in the program is limited because the fees are collected by retailers and the program is managed statewide.
The committee recommended both recycle-related resolutions be forwarded to the county board for final approval.
