Atchison County authorizes municipal certification for Kansas accounts‑receivable setoff program

The board voted Nov. 25 to allow the chair to sign a municipal qualification certification so the county (and its EMS entity) can participate in the Kansas Department of Administration accounts receivable setoff program.
Speaker 5 explained the certification covers termination, collection fees, debt submission requirements, account adjustments and decertification and that each municipality will receive its copy to sign. The board confirmed that the municipality remains Atchison County and identified internal contacts for escalation and fund transfer: Corey Scott, Courtney Keegan and Mark Seltner (and Mark Sullivan identified for fund transfers). Speaker 1 confirmed the county’s EIN was recorded.
Why it matters: Participation in the state setoff program allows the county to submit eligible receivables for collection by state offsets and to coordinate escalations through state contacts. The county will now execute the certification and provide the required contact information.
