Atascosa County selects H2O to update hazard mitigation plan after scoring panel review

Atascosa County Commissioners Court on Nov. 17 approved H2O to provide the county's multi-jurisdiction hazard mitigation plan update and related grant administration, following a review of three proposals by a seven-member scoring panel.
County staff reported the panel scores as GrantWorks 82.14, H2O 95.43, and Langford 88.14 and noted all three proposals were presented as no-cost to the county. Staff also reported that two of the firms are certified HUB vendors while GrantWorks is not. The panel's scoring and vendor references formed the basis of the recommendation to select H2O.
Mike Ponza, the county's emergency management coordinator, told the court the hazard mitigation plan is required for the county to qualify for certain emergency funding and reimbursements. "The hazard mitigation project is, a project that we have to have. It's an assessment on all the potential hazards that Atascosa County can or would potentially face," Ponza said, explaining why maintaining an up-to-date plan matters for future disaster recovery and grant eligibility.
Ponza and staff also said regional emergency managers and nearby jurisdictions had positive references for H2O; staff noted H2O was the only proposer willing to come to Atascosa County to deliver a presentation. A motion to accept and approve H2O was made (record: motion made by Commissioner Gillespie) and seconded; the court discussed conflict-of-interest guidance and the record shows an abstention by Commissioner Riley was recorded. The Presiding Officer announced the motion carried.
The court did not announce contract start dates, precise dollar amounts, or specific grant sources during the meeting; staff stated the proposals were no-cost to the county but also included information about vendor profit margins in the procurement file. The clerk's procurement record will contain the complete scoring sheets and vendor proposals referenced in the meeting.
The court then closed the agenda item and moved on to commissioner comments.
