County reports near-complete ARPA projects; YDC final invoice will determine remaining funds

Staff said contingency funds were reassigned within project budgets (Headwaters contingency moved into the security budget line), and that the county intentionally kept the exhibit building open to allow any outstanding work to be completed in spring if ARPA funds remain.
Commissioners asked whether the amounts were already budgeted and staff confirmed ARPA funding was appropriated and that unused funds had been rolled forward. Staff noted they were holding a final payment until all contracted work is finished and indicated one staff member expected the final invoice to come in under budget.
