Commissioners correct zoning map for split parcel, approve Laughlin Estate final plat

Bonner County commissioners voted to interpret a parcel shown on the county GIS as split between recreation and suburban as entirely zoned recreation, finding the split to be a mapping discrepancy.

Planning staff Daniel Bridal (Speaker 11) told the board the property owner had applied for a conditional‑use permit but that the digital zoning layer indicated a split zone. "The conditional use permit cannot be processed given the zoning discrepancy on the property," Bridal said, and asked the board to exercise BCRC 12‑315H authority to interpret the boundary. Commissioner (Speaker 2) moved to interpret RP0023401002B0AA as entirely recreation and to correct mapping discrepancies; the motion passed unanimously.

In a related planning item the board approved the final plat for Laughlin Estate Subdivision (planning file SS0003‑2022), which divides a 70‑acre parcel into seven approximately 10‑acre lots served by individual wells and septic systems. Planning staff (Speaker 12) said conditions of approval had been completed; one commissioner requested confirmation that Kelso Woods Drive’s status had been validated (staff confirmed the road validation was completed and identified as a private road). The board authorized the chair to sign the final plat.
