The Brookings Planning Commission voted to approve a minor change to the conditional use permit for a short-term rental at 1244 Moore Street, transferring the permit into the names of the new owners, Carl and Emily Clyde.
Staff told the commission the property lies in an R-3 zone and was originally issued a conditional use permit on March 1, 2022. Staff said short-term rental CUPs may continue after a zoning change if a new owner files a minor-change application within six months of purchase; the Clydes purchased the property on Oct. 15, 2025. Staff recommended approval, noting no written objections from neighboring property owners and that the applicant proposes no physical changes to the property. "Staff recommends approval of this minor change," the staff presenter stated.
The applicants participated by telephone and confirmed there were no neighbor objections and that they would continue to remit transient occupancy taxes. They waived additional written argument and the public testimony period was closed.
A commissioner moved to approve file MCDash2Dash25CUP-7-22 based on the findings and conclusions in the staff report and subject to the listed conditions of approval; the motion was seconded. During roll call, commissioners recorded "Aye" and the chair announced the motion carried. The commission further moved to adopt the final order for the file based on the staff report.
