Concord Council advances zoning amendments, grants and housing items; votes table police bond
Summary
On Nov. 10 the Concord City Council approved multiple ordinance and grant items — including zoning updates to comply with state law, CDBG grant applications and an EPA Brownfields award — and tabled the $45.5 million police headquarters appropriation for further review.
At its Nov. 10 meeting, the Concord City Council dealt with a batch of routine and substantive items apart from the police headquarters discussion.
Zoning and planning: The council passed amendments to the zoning code to update accessory use tables, authorize family-based childcare by right where state law requires it, and revise glossary definitions to align with recent state statutory changes. The planning board had unanimously recommended the amendments.
Housing and federal grants: The council readopted the City of Concord's Housing and Community Development Plan (required for Community Development Block Grant eligibility) and authorized staff to submit an application for up to $500,000 in CDBG funds to renovate Centennial Square and create four affordable units. The council also moved to submit an application for up to $130,000 in CDBG COVID funds to support the Concord Coalition to End Homelessness seasonal shelter and resource center operations, and adopted the required anti-displacement plans for those applications.
Brownfields and PILOT: Council accepted an unmatched U.S. EPA Brownfields cleanup grant of $678,000 for hazardous-material remediation at the Concord Stables redevelopment project and approved a 20-year payment-in-lieu-of-taxes agreement with LSC Ursa Minor LLC for a proposed 4.98 MW photovoltaic facility (payments estimated at $1,106,664 over 20 years, front-loaded).
Votes at a glance: Multiple ordinance amendments, CDBG application authorizations and anti-displacement policies were moved and approved by voice vote. The police headquarters appropriation (item 42) was moved, seconded and discussed but the council tabled that appropriation until Nov. 24 for further review.
Next steps: Staff will proceed with CDBG applications and Brownfields program work as authorized. Separate follow-up is planned on the police headquarters appropriation, which remains on the council’s agenda and will return for further consideration on Nov. 24.
