City staff told the council there is confusion about who is responsible for driveway culverts because the existing municipal code does not explicitly address them. Staff outlined three broad options: (1) confirm the property owner is responsible for the culvert installation and maintenance; (2) keep owner responsibility but create an active city role for inspection, notification and limited assistance programs (such as owner-occupied rehab loans); or (3) have the city own and maintain culverts.
