Saint Marys Council approves budget-publication items, local grants, award on CDBG project and refers data-center ordinance

At its Nov. 17 meeting, the City of Saint Marys Council cleared multiple routine and quasi-routine items: it moved to consider for publication the 2026 tax-levy ordinance and the city's preliminary 2026 budget, approved three Local Share grant applications, terminated an economic development corporation (EDC) agreement, amended police promotion procedures, awarded a CDBG historic-preservation project and referred a proposed data-center ordinance to the planning commission.
Key actions included: consideration for publication of the 2026 tax levy (council noted there was no increase in the levy this year); a motion to consider for publication the 2026 preliminary budget for various funds; adoption of Resolution 25-21 to seek Local Share Account funding to acquire and retrofit a building for the Senior Center; adoption of Resolution 25-22 to apply for Local Share funding to build a press-box/storage at Little League Field 4 (Pensacola Park); and approval of Resolution 25-23 to terminate a previous funding agreement with the local EDC citing redundancy and plans to move some functions in-house.
On procurement, Community and Economic Development staff opened bids for the 2024 CDBG historic preservation project and recommended the low bid from Summit Overhead Doors Incorporated for $39,363 (competing bids included Pella Window and Doors at $40,459 and Top of the Line Builders at $68,000). Council voted to award the project to Summit Overhead Doors.
Council also approved Resolution 25-24 to adjust internal Police Civil Service promotion procedures (reducing the oral panel from five members to three and adding a written component whose average will be used in scoring), and agreed to refer a proposed data-center ordinance to the planning commission for further review. Several council members encouraged contacting state legislators about data-center regulation.
What happens next: The items approved for publication (levy and budget) will proceed through the statutory publication notice process; awarded bids and adopted resolutions will go to implementation departments for follow-up.
