Taft council roundup: recognition, police stats, consent calendar and closed session

At its Oct. 7 meeting the Taft City Council handled a range of routine and ceremonial matters, including a recognition, department reports, the consent calendar and a closed-session announcement.
Police Chief McMinn read a certificate recognizing Georgiana Armstrong for 22 years of service in Kern County emergency services management; Armstrong thanked colleagues and described her work coordinating grants and operational-area emergency services for cities and first responders.
Chief McMinn also delivered the police department’s September statistics: 1,144 total incidents, 414 calls for service, 730 officer-initiated incidents (including 394 patrol checks), 53 traffic stops, 180 officer cases and 94 arrests (71 misdemeanors, 23 felonies).
On the consent calendar the council approved minutes, payment of bills (approximately $670,000), the August 2025 monthly report from Kern County Fire Station No. 21, and street-closure authorization for a trunk-or-treat event. The consent calendar passed on a 4-0 vote with one absence.
The council announced it would adjourn into closed session for conference with legal counsel regarding anticipated litigation (one potential case) under Government Code section 54956.9(d)(2)/(3). The meeting adjourned to closed session and council members noted the recent passing of community member Gary Summers in a brief tribute.
Public comment during the meeting included a brief presentation by Ray Ballard about Toys for Tots collection sites and the Dec. 18 distribution event at First Assembly on Asher Street.
