Summary
The City of Sulphur approved a limited exception allowing Ron Carte’s building at 3417 Maplewood Drive to be used as a residence so his daughter Jessica may live there; the exemption is narrowly written and does not rezone the property.
The City of Sulphur City Council on Oct. 14 approved a zoning exception to allow a residence at 3417 Maplewood Drive so the owner’s daughter, Jessica, may live there.
Resident Ron Carte told the council he converted the building to a business years ago and now wants to return it to residential use so his daughter has a home. "I decided to renovate and make this a residence for her," Carte said during the public hearing. Council members discussed limiting the exception to Jessica and stressing that the action is an exception, not a rezoning of the corridor.
Planning staff clarified the council was granting an exception for this particular property and situation; it does not change the district’s zoning designation. Council members asked that the exception be written to tie the permitted residential use to Jessica’s occupancy. The council approved the amendment limiting the exception to Jessica and then voted to grant the exception as amended.
Council members noted that if Jessica moves out any future owner wanting permanent residential use would need to pursue a rezone. The council’s action preserves the city’s longer-term zoning plans for that corridor while allowing a narrow, time- and occupant-specific accommodation.
The vote to grant the exception was recorded by roll call and the motion carried.
