Planning Commission approves revised exterior lighting standards, forwards Chapter 10.66 to city council

Walt, the contract city planner, summarized changes since the October draft: an effective date set within six months of final adoption; application of parking-lot lighting provisions citywide (while excluding local street lighting); clarified signage illumination standards that permit direct or indirect illumination so long as light is directed away from adjacent properties; and a holiday-lighting allowance provided there is no glare onto neighboring properties. Walt recommended the commission send the revised chapter to council.
Robert Davis, a resident, urged the commission to move the amendment forward and emphasized that drafts are iterative: "first drafts are just that, first drafts," he said.
Commissioners asked whether the regulations would prevent necessary operations such as night cleaning crews; Walt replied the code is intended to reduce excessive exterior glare while allowing reasonable safety illumination such as entryway lamps.
A commissioner moved to approve the exterior lighting standards; another seconded the motion and the commission carried it, forwarding the amendment to the City Council. The planning staff will provide the recommended draft and findings to the council for its review.
