Park commission approves relocation of Full Circle sculpture after floodplain analysis

The West Bend Park and Recreation Commission voted to relocate the Full Circle sculpture, which was installed along the Veterans Avenue Riverwalk in 2024, to a site at Old Settlers Park after staff said the sculpture’s base would negatively affect the floodplain.
Mike, a parks staff member who presented the item, said staff and the West Bend Friends of Sculpture identified Old Settlers Park as a suitable alternate site and that the donors and the Friends’ board agreed with the placement. "When they look at the flood plain, if you put anything in the flood plain, will it impact flood waters if the waters rise high enough," Mike said, explaining that federal and Army Corps rules guide those analyses.
Mike told commissioners the Friends of Sculpture paid $5,500 for a floodplain analysis and that SEH, the engineering firm used on Riverwalk projects, holds the data used for the study. He acknowledged that a required part of the process was missed for the initial downtown installation and said the group will follow SEH’s process for future placements.
Commissioners noted the Old Settlers Park location is visible to motorists and does not interfere with other seasonal uses such as the Christmas tree. A motion to approve the relocation was moved, seconded and adopted by voice vote. The commission did not set a final installation date and staff said they would follow up with donors and complete any required engineering paperwork before reinstalling the sculpture.
