Sean Reeder told the Property & Facilities Committee the first ISU capital request is permission to proceed with planning a 27,000‑square‑foot Dining Support Center to centralize bakery, catering, retail and residential dining production. He said Phase 1 will relocate production out of the aging Knapp Storms building (built 1966) and that the project budget is estimated at $20–23 million, funded through ISU dining and building renewal funds. Construction manager at‑risk is being requested given complexity and time sensitivity.
The committee also heard a request to proceed with renewal of the State Gym natatorium (roof, curtain wall, moisture barrier and mechanical upgrades) with a similar $20–22 million estimate funded through auxiliary, presidential and treasurer temporary investment funds.
On institutional agreements, Reeder and colleagues described three electric‑distribution easements and one fiber‑optic easement in Ames that support campus services. Separately, ISU explained a proposed land lease at 601 State Ave for construction of Fire Station No. 2 (52‑year lease) and a ground lease to the ISU Research Park to host BioMaid, a biomanufacturing pilot facility at the BioSentry Research Farm. ISU representatives said BioMaid will invest $20 million federally, IEDA will invest $10 million, and ISU will contribute $6–10 million in cost share; ISU Research Park receives a $1 initial payment and no rent during an initial 10‑year term, with sublease and operating‑expense reimbursements directed back to the university.
The committee recommended approval of the ISU projects, easements and leases by general consent and flagged deferred‑maintenance planning as a forthcoming committee priority.
