Beaumont council advances food-truck, peddler and sidewalk-vending ordinance with app-based tracking and reduced inspection frequency

Beaumont City Council opened and closed a public hearing Dec. 2 and voted to waive first reading and advance an ordinance updating rules for food trucks, peddlers and sidewalk vendors.

Planning staff described the draft ordinance as responsive to prior council direction. Key changes include changing inspection frequency from quarterly to annual to align with business-license renewals, clarifying timing and designated vending zones for food trucks on public and private property, and proposing a public-facing GIS layer and an app for operators to log locations with time stamps so staff can monitor compliance. Staff said there would be no cost to operators for app access; the GIS/app entries will be uploaded by staff as part of permit processing. The draft also allows brick-and-mortar restaurants to operate their own food trucks at their premises as an exception to a clarified one-block buffer rule, and would permit food trucks at city parks via park-rental approvals from the Community Services director.

The planning commission recommended the draft ordinance on Nov. 19 by a 3–0 vote; staff recommended the council hold the hearing and advance the ordinance. Council members praised the effort to streamline permitting and asked clarifying questions about the app, enforcement and streamlined permit checklists. The council voted to approve holding the public hearing, waive first reading and adopt by title with intent to adopt; the ordinance will return for final action at the required second reading.
