City staff told the Albany Utility Board on Oct. 9 that a team has begun drafting updated utility policies using templates from other utilities and expects a first draft by mid‑November with a Dec. 31 target for completion. Staff said the draft will draw on rule sets from Marietta and Douglas Hill and include finance and operations input.
